In New Zealand, the management of unformed legal roads is overseen by Auckland Transport (AT), the Road Controlling Authority. AT's role is crucial in ensuring public access to these roads, respecting adjoining private property, and preserving environmental integrity. The authority is not obliged to maintain or develop these roads unless it's necessary for public safety or environmental reasons.
Samoa delegates road management to district councils to involve local communities in infrastructure projects and align development with local needs.
